He married, at age 33, Hannah French, age 22, daughter of Jonathan French and Sarah Warner, on 9 March 1719 in Northampton, Hampshire Co., Mass.. He died on 26 August 1724 in Easthampton, Hampshire Co., Mass., at age 38, ambushed and killed by Indians.

As one of the early founders, Isaac was very active in the affairs of Westfield. He served as the town clerk for many years and many of the early records of Westfield are in his hand. He served as a Deacon in the Westfield Church and in 1679/80 Ann, "wife of brother Phelps" is on a list of members. Among some of the offices he held in Westfield were assessor, surveyor, town treasurer, and school master. On April 9 1702, at the age of 64, it is recorded "Isaac Phelps agrees with the selectmen to keep school for one year as a scool master for the Town, and to teach to write and read such children as shall be sent to scool . . and for his satisfaction is to have twenty pounds, at or before the year expires." His services must have been considered valuable as in 1724, when 86 years old, he was chosen town treasurer.
